What's missing in ownerId?

At the Internet & Identity conference in Mountain View, earlier this week, I led a session where we reviewed the ownerId element in OPML 2.0, and we uncovered a problem, and came up with a possible solution, which I will review here.

The problem 
A purpose of ownerId is to enable an application to display a link that lets a reader suggest a link or a change to the author of the document.
Basically, one app calls another, but there's no way for the calling app to tell the app being called about the context of the suggestion, which is a nice feature to have and was supported by the example I showed.

The solution 
Revise the spec text to say that the calling app can append a url-encoded string to the HTTP address provided by ownerId that explains the context. That string can then be included in an email generated by the calling app, or instant message, or other perhaps more futuristic communication method used long after we are gone.
