OPML 1.1 Plan

Background 

 Per the discussion on the OPML-DEV mail list, I'm beginning to work on version 1.1 of the OPML specification.

 The goals for this revision are to:

 1. Add a specification for the <cloud> element, borrowed from RSS 2.0.

 2. To clarify the spec, and to perhaps simplify it.

 3. Consider additional elements and attributes.

 4. Provide a glossary of outline attributes in common use.

 The result is a new version of OPML, called 1.1, which is backward compatible with 1.0, meaning that it only adds optional features, any 1.0 file can be converted to 1.1 simply by changing its version number.

 A roadmap section will be added stating that all future versions of OPML will retain its basic philosophy, and will remain backward compatible with previous versions so that developers can deploy this format with confidence that future versions will not break their work.

 As we approach completion of this process, I will assign all rights in this specification to Berkman Center for the Internet & Society at Harvard Law School, which will then re-license the spec under the Creative Commons for-attribution license, which allows derivative works to be created, with proper attribution. A three-person advisory board will be established to make decisions about the future of the OPML format and specification.
